In July of 2017, Washington State legislature approved 3E3SB5517 (see download "Tab R 3ESB Bill 5517" below) which created the ability for Clark County and Okanogan County to establish Freight-Rail Dependent Use areas near existing short line railroads. This legislation is commonly known as FRDU.
Clark County FRDU Webpage contains all relevant documents related to development of standards and regulations with FRDU. The Clark County website and Wikipedia provide look at the history of the railroad tracks that we now see crossing Clark County from the Port of Vancouver to Amboy WA.
On February 7, 2018, Clark County Community Planning presented to the Council during work session the first draft of regulations and procedures of establishing, implementing maintaining and expanding FRDU. Those compiled documents can be found below.

On August 30, 2018, Clark County Community Planning conducted the first of only two open houses related to Freight Dependent Use.
CSLM believes FRDU is a nothing more than an avenue to enable special interests to realize significant benefits and monetary gains at the expense of Clark County tax payers.
